ありがとうございます！ pack iteration の外であれば throws(Failure) がいけそうだと理解しました

TaskLocal.withValue をエラー変換するところか、ないしはそれが for repeat in で合成されるところとの兼ね合いが怪しいですね
withValue(_:operation:file:line:) の方は typed throws に対応せず rethrows のままでしたので、pack iteration + typed throws が怪しいなと思います
