一応、それ以前にサインアップしたアカウントは持っているのですが、クレカ登録していないのでインスタンス立てたりまでは試していません。

サインアップ当時のドキュメントにはクレカ登録不要的な謳い文句で、確かにサインアップ自体では不要でしたが、CLIでインスタンスを立てようとしたらドキュメントにないクレカ入力を求められて、やめた記憶があります。 (edited)

Renderは512MBで結構厳しかったから、256MBは無理そう。
