-downloadAllPlatforms は全てのバージョンのシミュレータが入るわけではなく、入っていないプラットフォーム(私の場合はtvOS)のSDK and/or シミュレータが入るようでした。先に教えていただいたURL( https://devimages-cdn.apple.com/downloads/xcode/simulators/index2.dvtdownloadableindex )からwatchOS 8.5のSimulatorのインストーラをダウンロードし実行したのですが、インストールできませんでした。おそらくmacOSのバージョンが適合しないためと思われます。ローカルでは"このパッケージは、このバージョンのmacOSと互換性がありません。"というエラーが、(13.1 Ventura) CI(GitHub Actions macos-12)では下記のようなエラーが出ています。

installer: Package name is WatchSimulatorSDK8_5 installer: Installing at base path / installer: The install failed. (The Installer encountered an error that caused the installation to fail. Contact the software manufacturer for assistance. The package is attempting to install content to the system volume.)

Xcode(14.0.1)のGUIからはwatchOS 8.5をローカルにダウンロード&インストールできるので、何か別のインストール方法があるかもしれません。 (edited)
